Graduation from Hunt Memorial Academy in 1956 was
quickly followed by work with the Canadian Meteorological
Service at Gander, Goose Bay and Frobisher Bay. In 1962,I
enrolled at Acadia University, Wolfville, N. S. in the
Political Science Faculty and graduated in 1966 with Honours
BA and was classValidictorian. A Masters Degree from McMaster
University in Hamilton followed and I joined the Canadian
Foreign Service in 1967. In the following 36 years I worked
in Ottawa, New Delhi, India, Nairobi, Kenya, Washington, D.C.
and San Jose, Costa Rica. In Cental America I was the Canadian
Ambassador to Costa Rica, El Salvador, Honduras, Nicaragua,
and Panama during the period 1989 to 1992 and played an
important role in the various peace initiatives that lead to
the end of the various wars in the region. I returned to
Ottawa in 1992 and was subsequently appointed head of the
Canadian Consular Service, a position I held until 2003 when I
retired. I married Laurel Balsor in 1963 and there are two
children, Michael (Victoria) and Julian (Ottawa). Today I am
an advisor to the Department of Foreign Affairs on various
international issues and reshape wood in a basement
workshop.
